Ken Jeans, PENG. - Managing Director

Ken's experience includes over 20 years of exemplary operator and service provider experience in North America and internationally.  He has proven to be a valuable strategic resource on enterprise wide initiatives resulting in meeting key compliance and safety objectives and his experience spans across several fields with a heavy technical focus on risk management, asset integrity management, and program initiation.

Prior to starting TIMS, Ken served as Vice President of Asset Integrity for another industry service provider building its practice from ground zero.  He also served several positions at Spectra Energy including Director of the Project Management Office during Spectra’s most aggressive capital growth period, Manager of Risk Management, and Principal of Pipeline Integrity.  Other notable assignments include managing Union Gas’ Pipeline Engineering Department and being a founding member of Southern California Gas Company’s Pipeline Integrity Program.

Ken received an Honors Bachelor of Applied Science in Civil Engineering from the University of Waterloo.  Ken is a regular speaker on industry events involving asset integrity and risk, and he has served on various national technical code committees such as the Canadian Standards Association Z662 Oil & Gas Pipeline Systems.




Curtis Williams has 20 years experience developing and managing large-scale asset information management and records governance projects for the utility, midstream and downstream energy industries. He has proven to be a strategic resource on enterprise wide initiatives designed to manage risk, demonstrate compliance, and extend the useful lives of assets.

Prior to joining TIMS, Curtis served as Vice President of Data & Records Management for another industry service provider.  He worked with operators to design projects that assured clean, complete and traceable data was the basis for critical safety, integrity and compliance business processes.

Curtis also served several positions at El Paso Energy; leading GIS data conversion and records governance projects resulting from four major pipeline company acquisitions.  These efforts required the creation integration standards and workflows to operationalize acquired data and records.

Curtis has experience assessing and benchmarking asset information management systems to support business case materials for data and records improvement projects.  He can facilitate business process mapping work sessions while preparing communication deliverables to align expectations and promote business effectiveness and efficiency.

Curtis earned his Bachelor of Science from the University of Houston and holds a Six Sigma Green Belt Certificate from Aveta Business Institute.



Blake is an experienced energy and investment leader with a track record of effectively advising senior leaders on a wide range of financing transactions and regulatory, risk and information technology strategies.  Blake is General Counsel and Chief Compliance Officer of Hayman Capital Management, L.P.  Previously, Blake was the Associate General Counsel and Senior Compliance Officer of Panda Power Funds where he played an instrumental role in developing, acquiring and financing roughly $6B in natural gas infrastructure assets, many of which won Deal of the Year awards.  He also focuses and counsels on regulations promulgated by the Federal Energy Regulatory Commission, Securities and Exchange Commission and Commodities and Futures Trading Commission, and multiple state regulatory regimes. Representative transactions and projects include Dominion Resources, Energy Transfer, Spectra Energy, Columbia Gas, Atmos Energy, Boardwalk Pipeline Partners and a number of other regulated and non-regulated entities. 

Blake is a frequent speaker on industry panels involving regulatory, compliance and risk strategies, and he is a past chair of the Energy Bar Association's Natural Gas Regulation Committee.  He is also a past clerk of the Federal Energy Regulatory Commission and Oklahoma Corporation Commission.  Blake received a Bachelor of Business Administration from Washburn University, a Masters of Business Administration from Oklahoma City University and a Juris Doctorate from Oklahoma City University.



Suedeen is an internationally- recognized energy industry expert and former Commissioner with the Federal Energy Regulatory Commission (FERC).  Nominated by Presidents Bush and Obama to three terms as FERC Commissioner, Suedeen resolved 7,000 disputes with published Commission decisions and personally authored 100 separate statements during her tenure. 

In addition to her time at FERC, Suedeen served as regulatory counsel for the California Independent System Operator and was a law professor at the University of New Mexico School of Law where she taught utility regulation, administrative law and legislative process.  In 1999, she worked as a legislative aid to Sen. Jeff Bingaman (D-NM), then ranking member of the Senate Energy & Natural Resources Committee.  She also served as chairwoman and commissioner for the New Mexico Public Service Commission.

Suedeen has served as a Member of the Board of Directors for UIL Holdings, Access Midstream Partners, Tendril, and many other organizations.  She received a Bachelor of Arts in Chemistry, with Distinction, from the University of Rochester and a Juris Doctor, cum laude from Cornell Law School.
